The local tech market

Despite the crisis, Lebanon retains a real tech ecosystem, anchored by a trilingual (Arabic/English/French) talent pool from AUB, LAU, and USJ, and companies like Murex (capital-markets software, founded 1986), Anghami, and outsourcing/product shops. Anghami began trading on NASDAQ (ANGH/ANGHW) on February 4, 2022 — the first Arab tech company listed on NASDAQ. Software development is cited as a top-growing field locally (~18% job growth in 2024); ~46% of Lebanese tech professionals already work remotely and over 80% use AI tools daily.

Local demand by path: web (frontend/full-stack) and backend dominate local and outsourcing work; React and Python are the most-used stacks. Mobile (Flutter/React Native) exists but is a smaller slice. Full-stack is the most employable locally because small teams need generalists.

Getting paid (the hard part)

Payoneer does NOT support receiving payments for freelancers in Lebanon due to the crisis/regulatory constraints. Most successful freelancers combine the methods below.

Pay: AED 6,000–15,000/month (~$1,600–$4,100) at budget firms, up to ~AED 140k–180k/year (~$38k–$49k) at top multinationals — all tax-free.

Saudi Arabia (Riyadh)

Visa: Aggressive Vision 2030 hiring; some work-visa categories tightened in 2023–24, and "Saudization" favors locals/Iqama holders for some roles.

Pay: SAR 8,000–15,000/month (~$2,100–$4,000) tax-free; international hires command SAR 20,000–50,000/month.

Qatar

Visa: Smaller but active market; employer-sponsored visas similar to the UAE.

Pay: Competitive, tax-free; backend/full-stack/cloud most in demand.

Practical constraints

  • Electricity: EDL provided only a few hours/day in 2024 (total nationwide blackout in Aug 2024). Budget for backup: diesel generator + solar/battery (UPS).
  • Internet: Low global ranking on mobile speed. Cabinet approved Starlink (license decree signed 8 Oct 2025); initial access limited to companies, packages from ~$100/month. Keep a backup ISP/4G line.
  • Banking / payments: Capital controls make traditional Lebanese accounts unreliable for foreign income; Payoneer is unavailable. Use Wise, crypto, Purpl/Whish/OMT, and fresh-USD accounts.
  • Certifications: Coursera (financial aid), Udemy (~$10–15 on sale), freeCodeCamp/YouTube (free) all work locally. Meta certs include a job board. SE Factory is a respected local credential.

Best ROI path

  • Aiming at remote international work: Frontend or Full-Stack (JavaScript: React + Node) — most freelance/remote demand and the lowest barrier to a first paid gig. Start on Upwork, build toward Toptal/Deel.
  • Aiming at Gulf relocation: Backend or Full-Stack with cloud (AWS) + Docker travel best; add data/AI exposure given Gulf priorities.
  • Mobile: A fine niche if you're passionate, but fewer remote roles and less Gulf volume than web — treat it as a specialization, not a first bet.
